Looks like an Army PX (post exchange) where there is food. I think they could have put a thin layer of mulch over the seed and maybe rolled it once to protect it from hungry birds.
Your photo today reminded me of what you said about the goose along the path hissing at you. I suppose they like the company or activity and human beings. Other animals would avoid their nests if they smell people. So the goose is probably smart to build the nest where people walk.

Si tu ne veux pas que tes pigeons mangent les graines de la pelouse, fait comme moi, ramène du gazon tout prêt en rouleaux de la Hollande!!
